Oregon Minimum Wage Increase Effective July 1, 2025

Starting July 1, 2025, Oregon’s annual minimum wage adjustment will go into effect for all non-exempt employees. As required by state law, the Oregon Bureau of Labor and Industries (BOLI) calculates the increase each year based on changes in the Consumer Price Index (CPI) from March of the previous year to March of the current year.

BOLI Commissioner Christina Stephenson recently announced a $0.35 increase across all minimum wage tiers in Oregon:


  • Portland Metro Area: The minimum wage will rise from $15.95 to $16.30 per hour. This applies to areas within the urban growth boundary of Multnomah County and parts of Washington and Clackamas Counties.

  • Standard Minimum Wage Areas: The rate will increase from $14.70 to $15.05 per hour. This includes counties such as Benton, Deschutes, Jackson, Lane, Marion, Yamhill, and others, including parts of Clackamas, Multnomah, and Washington Counties outside the urban growth boundary.

  • Non-Urban Counties: The minimum wage will increase from $13.70 to $14.05 per hour. This applies to more rural counties like Baker, Coos, Douglas, Jefferson, Malheur, Umatilla, and others.



Oregon Minimum Wage Calculation Guidance for Employers

Employers must pay the minimum wage rate based on where the majority (50% or more) of an employee’s work is performed each week. If an employee works in multiple areas and no single location meets the 50% threshold, employers must either:

  • Track and pay the applicable wage rate for each region where work was performed, or

  • Pay the highest minimum wage rate applicable to any region worked during the pay period.


Compliance Reminder

Oregon employers must ensure that all non-exempt employees are paid at least the appropriate minimum wage beginning July 1, 2025. Employers are also required to post the updated minimum wage notice at each worksite to remain in compliance with labor law posting requirements.
